SIETREM is an inter‑municipal authority responsible for collecting and managing household waste across its member communes.
SIETREM is governed by a Syndicate Committee made up of 58 delegates, appointed by the community councils of its member intermunicipalities. They are appointed for a six-year term.
In an effort to offer its 310 620 residents more efficient and responsible waste management, SIETREM has launched an ambitious modernization program. This includes the opening of a sixth waste collection center in the northeast of the area, the development of a district heating network, and the rollout of source-separated bio-waste management—combining composting, collection, and treatment.
SIETREM has set ambitious goals: to collect, process, and recover 141,800 tonnes of household waste each year, all while adhering to principles of sustainable development and responsible governance. For over sixty years, this shared commitment has brought together its member municipalities.
Under a framework agreement signed with ADEME, SIETREM has committed to a Local Waste Prevention Plan (LWPP). One of its key initiatives is to promote domestic and shared composting programs within member communities. These efforts, first introduced under the LWPP, are ongoing and have now become a lasting part of local waste prevention policy.
Located in the northern part of the Seine-et-Marne département, just east of the Paris inner suburbs and bordering the départements of Val-de-Marne and Seine-Saint-Denis, SIETREM covers an area of 172 km².
The syndicate brings together 29 communes in Seine-et-Marne and 2 communes in Seine-Saint-Denis, members of Etablissement Public Territorial (EPT) N°9, Grand Paris Grand Est. Of the 29 municipalities in Seine-et-Marne, 10 belong to the Paris–Vallée de la Marne urban community and 19 to the Marne-et-Gondoire urban community. These two intermunicipal structures (EPCI) and EPT 9 have delegated their responsibilities for waste collection and treatment to SIETREM.
